New Medical Education Australia Pty Ltd (NewMed) is an exciting venture aspiring to become a University College offering a 4 year graduate-entry Doctor of Medicine Program (MD Program). The Program delivery will be distributed, facilitated in small groups, innovative, and technology-supported, with dedicated face-to-face teaching weeks. NewMed is not yet a medical school, requiring successful registration and accreditation with the Tertiary Education Quality and Standards Agency (TEQSA) and accreditation with the Australian Medical Council (AMC). NewMed has lodged its TEQSA submission, and subject to accreditation, plans to commence in 2026.

About the Position

The MD Program Director is a senior academic leader with a track record in teaching and learning, program administration, research and scholarship. You will work with the Vice Chancellor & Dean to continue to create and establish this innovative medical program, guiding our expanding faculty and managing all aspects of the program delivery.

The MD Program Director reports to and supports the Vice Chancellor and Dean, in ensuring high quality teaching and learning outcomes are achieved, with focus on continuing improvement.

Key Responsibilities

The MD Program Director’s responsibilities include (but are not limited to) the following:

  • Joining with our expanding faculty to complete the MD Program curriculum resources according to our innovative program design, with case-base learning, masterclasses, programmatic assessment, eportfolio and entrustable professional activities;
  • Supporting the faculty and professional staff;
  • Actively participating in any AMC accreditation activities in 2024-2025;

When the MD Program is underway (anticipated to be from early 2026):

  • Promoting continuous improvement by making recommendations to the Vice Chancellor and Dean, and the Academic Board, regarding improvements to the program, the manner of its delivery, student learning outcomes and new developments in higher education that should be considered for inclusion in the program;
  • Managing the annual review of the Doctor of Medicine degree in line with NewMed’s policies, frameworks and intended learning outcomes;
  • Contributing to academic induction and student orientation each study period;
  • Liaising with relevant academic staff in ensuring student progression, including monitoring student progression and membership of Progress Panels;
  • Overseeing and reporting on student assessment including moderation activities;
  • Ensuring all learning materials and resources for each year-long Unit are current and available to students and staff prior to the commencement of the teaching period;
  • Supporting students over the course of their studies, identifying students at risk and taking appropriate proactive actions;
  • Managing allegations of academic misconduct, maintaining appropriate records and providing referrals to academic support services as required;
  • Overseeing and reporting on student and staff satisfaction surveys for each unit of study and recommending enhancements;
  • Coordinating clinical partnerships and placements, and monitoring and reporting on the outcome of clinical placements for students;
  • Compiling regular reports on assessment, program reviews and moderation for the Teaching and Learning Committee and the Vice Chancellor and Dean;
  • Undertaking and participating in performance reviews of academic teaching staff;
  • Contributing to the recruitment and management of academic staff;
  • Complying with and supporting the implementation of NewMed’s policies and procedures;
  • Undertaking other duties as required by the Vice Chancellor and Dean.
Required Qualifications and Experience
  • Qualifications in a relevant medical field, at PhD level or equivalent qualifications and experience, and at least five years senior experience in a teaching and learning role;
  • Demonstrated experience in successfully managing higher education academic programs, including planning staffing and resources within budget;
  • Understanding of the higher education regulatory framework, including the Higher Education Standards Framework 2021, the Standards for Assessment and Accreditation of Primary Medical Programs by the Australian Medical Council 2023;
  • Demonstrated experience in coaching, mentoring and developing academic and clinical teaching staff, fostering excellence, scholarly engagement, collegiality, inclusion and continuous improvement;
  • Demonstrated knowledge and skills related to educational research and scholarship;
  • Be known to have excellent professional integrity and have shown ethical conduct;
  • National standing in medical and health professional education
Desirable Qualifications and Experience
  • Being medically trained, and clinically active (or recently clinically active);
  • Qualifications in medical or health professional education;
  • International standing in medical and health professional education;
  • Experience in medical school accreditations and regulatory reporting.
Appointment at Level D or E (Associate Professor or Professor)

New Medical Education Australia Pty Ltd (NewMed) is an exciting venture aspiring to be a new Australian medical school offering an innovative hybrid medical course, subject to successful registration with the Tertiary Education Quality and Standards Agency (TEQSA) and accreditation with the Australian Medical Council (AMC).

About the position

The Chief Information Officer (CIO) is a highly motivated and experienced technology manager who provides leadership and hands on support services for technologies underpinning administrative, teaching and learning, and student engagement functions of the organisation. 

This  incumbent will play a pivotal role in the establishment and operations of the proposed University College. Experience in tertiary education, particularly medical education would be an advantage. The primary focus of the role is to curate and execute NewMed’s technology strategy, primarily through the adoption of a licensed Software as a Service (SaaS) Student Information System (SIS) and Moodle Learning Management System (LMS) hosted on AWS. Additionally, the CIO will provide guidance on incorporating cutting-edge technologies such as Artificial Intelligence, Augmented Reality and other advanced technologies, relevant to NewMed’s curriculum and operational framework.

Key responsibilities

NewMed is a start-up organisation with a passion to create an innovative new medical school for Australia. As such, the CIO responsibilities encompass people leadership, technology strategy and hands-on system administration for various software platforms, acting as the liaison both internally between leadership, teaching, administration and operational teams on technology matters, and externally between the organisation and its vendors. The key responsibilities of the CIO are:

  1. Leadership
  • Proactively engage with the Leadership team and all NewMed staff and stakeholders.
  • Live the NewMed values in leading the small technology team. Foster a culture of service excellence to all stakeholders.
  1. Plan and guide the NewMed technology roadmap
  • Augment the technology roadmap to address business challenges and opportunities.
  • Gather feedback from stakeholders, define business rules, and communicate effectively with the SaaS platform licensor to scope potential enhancements
  • Monitor market developments in hybrid (medical) education, recommending commercially robust solutions for potential inclusion in the NewMed offering, including across Artificial Intelligence, Augmented Reality and other options.
  1. Platform Management
  • Serve as the primary point of contact between NewMed and the SaaS platform provider. Collaborate with the SaaS platform provider to address any technical issues, upgrades, or enhancements as needed.
  • Monitor the integration of the SaaS platform with third-party applications, ensuring seamless data flow and interoperability. Troubleshoot integration issues and coordinate with relevant stakeholders for resolution.
  1. System Configuration, Customisation and Development
  • Lead the implementation of core application systems to meet NewMed business requirements. Document necessary enhancements, and plan implementation with vendors.
  • Develop and maintain associated and integrating applications, including the NewMed web site.
  1. System Administration
  • Manage user access, permissions, and configurations.
  • System administration of software applications including SIS, Moodle LMS, ExamSoft, MyProgress, Google Workspace, Zoom, Hubspot CRM, Slack, and others, ensuring smooth operation and adherence to security protocols.
  • Monitor system health, performance, usage, compliance and security, proactively identifying and addressing any issues that may arise.
  • Ensure compliance with information management governance and regulatory requirements.
  1. Training and Support
  • Act as the liaison between technical teams, professional and academic staff, facilitating communication and understanding of system capabilities and requirements.
  • Provide training and support to users on software applications, including onboarding new users and conducting periodic training sessions.
  • Manage and oversee the provision of Tier 1 user support
  • Serve as the primary point of contact for Tier 2 support, escalating issues to the SaaS platform licensor when necessary.
Required qualifications and experience

Required qualifications and experience include:

  • Ideally a Master qualification and significant experience in information management and the provision of technology support services.
  • Demonstrated effective leadership of a technical team, and as the technology leader, across the organisation.
  • Constructive interpersonal and written communication skills. The ability to effectively convey technical concepts to non-technical stakeholders.
  • Demonstrated experience delivering support services aligned to a recognised Information Technology Service Management Framework (ITIL, COBIT, MOF or similar).
  • Demonstrated experience securely delivering support services, delivering and operating infrastructure within a recognised Information Security Management System, particularly ISO 27001. Sound understanding of the AWS service offerings both IaaS and PaaS along with security infrastructure and security monitoring solutions
  • Demonstrated project, vendor and contract management abilities.
  • Familiarity with complex software platforms and experience in overseeing their integration and usage within an educational setting.
  • Experience with Learning Management Systems, ideally Moodle.
  • Proven experience in system administration with proficiency in managing SaaS platforms and software applications.
  • Excellent problem-solving with a proactive approach to identifying and addressing issues.
  • Experience in the education sector, particularly in a distance learning environment.
  • Basic familiarity with modern full-stack web development. Key technologies include SQL, PHP, Go, HTML, CSS, and Javascript.
  • Understanding of Authentication frameworks and specifications including OIDC, OAuth2, SAML2 and JWT for single-sign on, federated and/or brokered identity.
  • Knowledge of network standards and protocols relevant to the delivery of highly available, secure web applications including HTTP, DNS, TLS and PKI.

Want to help establish an outstanding new medical school?

The raison d’etre of NewMed is to establish and deliver an innovative, geographically dispersed 4-year graduate entry medical program. The rationale is to provide more doctors for Australia, with emphasis on primary care and rural practice. Given that many of the graduate students will be able to study from home, access will be improved for non-metro students.

NewMed recently lodged its submission to TEQSA, to become a University College. Stage 1 submission for accreditation by the AMC is scheduled for late 2024. NewMed is NOT yet a medical school, hoping to commence in 2026.

Our philosophy is grounded in innovation and difference. The MD Program intentionally commences with supervised clinical experience in general practice, the locations planned to relate to the student’s residence. This clinical learning in primary care expands across the second and third years. The final year is hospital based, about hospital specialities and year-long preparation for internship, with entrustable professional activities, case-based discussions and more.

NewMed is not replicating any current Australian medical school, nor has it purchased another medical school’s curriculum. NewMed will facilitate learning in small groups, with case-based learning framed by body systems.  Using small group learning, longitudinal streams are woven in, being about the non-bioscience aspects of medicine in depth. Regular face-to-face (B2B) weeks complement this design, allowing social interactions and professional learning across the NewMed community. Our First Nations curriculum is structured across the program, integrated and cultural safety training is embedded. By completion of the program, students will have demonstrated the AMC Graduate Outcomes.

Our programmatic assessment philosophy is well developed, cohesive and advanced compared to most medical schools. Non-graded overall assessment and extensive use of workplace-based assessments are essential components of this system. NewMed is keen to make great use of its Progress Panels, employing assessment analytics for early detection of below expected performance(s), supportive interventions where required and end-of-year review becoming a panel decision. This system of assessment has received favourable commentary. An excellent LMS, Examsoft and Myprogress  will underpin the program.

Myprogress provides the system for a reflective portfolio with structured interviews across the program. The MD research project will be performed in 3rd year, after suitable research skills training. High-quality projects are expected.

On July 15th, the NewMed team uploaded the NewMed application to become a University College, to the TEQSA portal, marking the culmination of a two-year journey involving contributions from all staff. Together, they compiled 585 documents, encompassing policies, procedures, the innovative curriculum, and sample course content.

To celebrate this milestone, a dynamic two-day staff workshop was held in Brisbane, with team members from Sydney and Melbourne. The event featured collaborative discussions, strategic planning, and a special team dinner at Gusto da Gianni, where distinguished guest Ms. Taffy Gould, a pioneer in distance medical education, shared her insights. Ms Gould’s advocacy for extended community-based learning before hospital placements is supported by NewMed’s approach, benefiting students in rural and remote areas. The dinner facilitated rich conversations, shared experiences, and strengthened bonds within the NewMed team. As the team looks forward, the focus is now on continued program development, with innovative content and activities that deepen student learning and foster interactions between students and faculty.

General practice from day dot

The Medical Republic recently interviewed NewMed CEO Professor Stephen Tobin to talk about the proposed innovative new medical school. With clinical experience in general practice from the first week, the program aims to enrol 95 students, commencing in 2026 subject to regulatory approvals. 

Professor Tobin emphasised the need for more graduate doctors in regional and rural areas. The program is designed around a geographically distributed model allowing students to study in their local communities.
